Those organisations which use neighbourhood segmentations effectively report significant benefits in understanding and responding to the needs of communities. The most widely adopted such tool is Experian's Mosaic Public Sector, which enables the public sector to understand citizens and communities in a consistent manner and drive targeted policy, resource and communications activity.

Mosaic Public Sector is already used by hundreds of public sector organisations, including over half of Primary Care Trusts, police forces, fire and rescue services, nearly 200 local authorities and most central government departments.


UK society has changed a great deal in the past five years. An ageing population, changing household structures, increasing diversity, new technologies, economic downturn and evolving lifestyles are all impacting the needs of citizens and their relationships with the public sector. 

To reflect these changes and to ensure that the market has the most accurate view of citizens and their public service needs, Experian has now developed a completely new version of Mosaic Public Sector, identifying new customer groups and revealing new lifestyles and behaviours.
