Understanding groups at risk

Reducing levels of young people not in education, employment or training (NEET) is a complex process – it is a diverse group with a wide range of backgrounds. To effectively engage with these groups and provide for their individual needs, intervention must be delivered through a highly targeted and localised strategy.

Experian has researched extensively the issues associated with the NEET group for national and regional LSC. At the heart of our work are two unique and powerful tools: Experian’s Mosaic Public Sector™ segmentation and our proprietary GIS mapping technology. By creating a Mosaic profile of the NEET group we instantly have a deep and rich understanding of the characteristics and challenges they face. By creating GIS maps, we can identify, at postcode level, the predominant Mosaic groups that are NEET and determine where the NEET problem is most severe and where local action needs to be taken or refocused. 

Our expertise and experience in all areas of education and skills policy, and NEET specifically, means that we also add real insight and actionable recommendations to develop this robust evidence base. Our findings are also considered within the context of a fluid policy environment and the evolving role of Local Authorities, to ensure our recommendations are relevant, comprehensive and effective.

Features of our analysis include:

Profiling NEET – combining NEET data from DCSF and Connexions pre-existing data sources with Mosaic™ segmentation to create a multi-dimensional profile of different groups of young people. Each group is identified according to the main reasons for being NEET and the appropriate strategies for reducing NEET levels.

Predicting future NEET – Complementing the evidence base on groups most at risk of becoming NEET with our demographic forecasts, Experian will locate the areas likely to have concentrations of NEET in the future, and identify the vulnerable areas as a result.

Assessing policy success – By combining the actual NEET population and our predictions for NEET groups in the future, Experian will provide a robust view of where pinch points in local support and interventions are likely, and also where current policy is not as effective as expected.
